The Government has
designated 24 counties to benefit from a
sunflower promotion project aimed at boosting local
sunflower oil production and
addressing the rising cost of
edible oils in the country.
According to Dr. Dominic
Menjo, Food Advisor to the
President, the project aims
to increase the production
acreage of sunflower from
the current 4,000 acres to
200,000 acres by next year.
Dr. Menjo said, the project
aims to lower the high import
bill of edible oils which currently stands at sh. 160 billion
annually where more than 90
percent of edible oils is imported for local use.
Menjo said that the government has earmarked five
value chains to boost local production
of edible oils
including
sunflower
oil, palm
oil, coc o n u t
oil, soya
bean oil and canola oil.
He said that the project
seeks to increase farm production of sunflower to a million acres with the farmers
set to benefit from the state
subsidized fertilizer to lower
production costs.
The project will be rolled
out in the counties of Bungoma, Busia, Nakuru, Uasin Gishu, Meru, Kwale,
Kilifi, Homabay, Nyeri,
Lamu, Kakamega, Kitui,
Embu, Makueni amongst
others.
According to data from the
Agriculture and Food Authority [AFA], the country
import bill of edible oils has
been increasing at annual
rate of 15 percent occasioned
by increasing demand locally.

(2020), which directs an
accounting officer of a
procuring entity to ensure that an annual assets
disposal plan is prepared

obsolete, obsolescence
stores, asset or equipment. Section 177 of the
Act highlights the establishment of a disposal
committee for purposes
of e-waste disposal in
public institutions.

Framework in the Public
Sector Breakfast Meeting, Stanley Kamanguya,
Chief Executive Officer
(CEO) of the ICT Authority noted that they have
registered key progress
in the project so far and
would like to engage
more public institutions
on the proper use of electronic devices from purchase, use and disposal.
“We have agreed in
one voice that we need to
give this issue of e-waste
attention so that we can
be able to take care of our
environment. There is
also a lot of value that we
continue to lose by having so many devices lying around without use,”
said Kamanguya.
“We have been conducting this program for a
few months and we have
been surprised to see the
numbers which we have.
In the last 11 months, we
have received over 11,000
devices and we are even
thinking of creating an
ICT devices museum
based on the devices we
are receiving,” he added.

and Capacity Development at the ICT Authority, echoed the CEO’s

The Prison’s Department of Education is
working in collaboration with other stakeholders to boost formal
education for inmates in all
penal institutions countrywide.
The State Department for
Correctional Services Principal Secretary Ms Salome
Beacco says that many inmates have requested to be
provided with formal education so that by the time
they complete their terms,
they will be having valid
academic certificates.
Ms Beacco, who was
speaking when she toured
the Murang’a and Maranjau GK Prisons, said her
Department is also working
on arrangements to increase
classrooms in all penal institutions and train teachers
in order to enable interested
inmates access formal education.
“Our Prison Education
Department is vibrant and
is collaborating with other
relevant stakeholders to
increase classrooms within
prisons and train more
teachers so that inmates can
access formal education,”
she noted.
Last year, the PS added,
prisons trained 57 teachers
equipping them with skills
on the Competency Based
Curriculum (CBC).
“We are proud to say that
prisons have also produced
inmate graduates who have
been trained while serving
their sentences. In Kamiti
prison, 14 inmates have
graduated with degrees in
law in the recent past,”
she revealed.
Ms Beacco observed that
the prison department is
also establishing science
laboratories, computer labs
and furniture workshops so
that the inmates get quality
education to enable them
access employment once
they finish their jail terms.
“Our aim is to ensure
those who finish their
jail terms are responsible
members of the public and
that they will contribute in
building the nation by undertaking various development work after acquiring
skills while in prisons,” said
the PS.
Ms Beacco further said
they are exploring possibilities to expand and equip
prison workshops to boost
vocational training among
inmates.
She observed that together with some agencies like National Industrial
Training Authority (NITA)
the Department will expand
and equip the workshops
so as to provide vocational
skills to willing inmates.
“The vocational training
of inmates is in line with
the presidential directive
of growing small and micro
enterprises and once the
trained inmates are released
from jail, they embark in
entrepreneurship and can
also access hustler funds
to support them venture in
various enterprises,” said
Beacco.
The PS added, “Prisons
have improved their correctional services and we hope
once inmates are through
with their sentences, they
will be rehabilitated and
ready to serve the nation in
different capacities.”
Ms Beacco consequently
called on members of the
society to support work
done by prisons by buying
items and equipment manufactured by inmates.
“Prisons have quality products made in their
workshops and one way
for Kenyans to support our
work is to buy items made
by the inmates. This will
support our correctional
works and reduce the burden of depending on the
government for funding.
“As we await the long
rains, there are quality
grafted seedlings in our
prisons and Kenyans can
purchase and plant the
seedlings in their farms as
we adhere and support the
government's directive of
growing more than 10 million trees,” said the PS.
During the visit, the department of correctional
services donated toiletries, 100 mattresses and 70
blankets to inmates held at
Murang’a Prisons.

BACKGROUND
KASNEB is established under Section 17 (1) of the Accountants Act No. 15 of 2008. The core functions of
KASNEB, among others, include the preparation of syllabuses for post-professional, professional, diploma and
certificate examinations in accountancy, finance, credit, governance and management, information technology
and related disciplines as well as making rules with respect to such examinations.
The Certified Public Secretaries of Kenya Act, Cap 534 of 1988 and the Investment and Financial Analysts Act,
No. 13 of 2015 further buttress KASNEB’s position as the mandated examiner and certifying body of professionals in governance and management as well as finance and investment respectively.
KASNEB’s mission is transforming business professionals through examinations, certification, accreditation, research, innovation and consultancy and its vision is producing empowered and globally recognized business
professionals.
In furtherance of the above mission and mandate, KASNEB recently undertook a major review of its examination syllabuses. These syllabuses were implemented with effect from 1 July 2021 and are now in their third
year of implementation.
KASNEB is in the process of undertaking a minor review of these syllabuses and wishes to obtain stakeholder
views in that regard.
REASONS FOR UNDERTAKING A SYLLABUS REVIEW
Some of the factors that have necessitated the mid-term review of syllabuses are as listed below:
a) Global trends in education and training in the areas of accountancy, finance, credit, governance and
management, data science, information technology and related disciplines.
b) Changes in the requirements of International Financial Reporting Standards (IFRSs), International
Public Sector Accounting Standards (IPSASs), International Standards on Auditing (ISAs), International
Education Standards (IESs), Codes of Ethics for different professionals as well as other generally accepted international standards of relevance to KASNEB examinations.
c) Recent developments in the fields of governance and management, ICT, investment and financial
analysis, credit management and related disciplines.
d) Changes in the legal, administrative and regulatory framework.
e) Globalization of the market for the qualifications of KASNEB.
f) Feedback received from training institutions, trainers and students.
g) Feedback received from employers and other players in diverse sectors.
h) A vastly changed Education Ecosystem in Kenya with a number of state agencies each responsible for
a specific mandate.
i) The push towards competence-based education and training (CBET).

Refugees(UNHCR) in
Kakuma is calling for concerted efforts from both
the government and other
donor partners to address
the increasing number
of school-going children
in refugee camps joining
school in the Camp.
Mr Nicolas Kaburuburyo,
the Head of Office UNHCRKakuma said out of the
300,000 refugees in Kakuma,162,000 were children of school-going age
adding that this called for
the construction of more
classrooms, provision of
books and other resources
that make learning possible.
“Due to instability in the
region, especially in the
DRC, Burundi, Somalia and
Sudan we see every year
children joining schools and
this calls for more classrooms, teachers, books and
other resources to enable
them access learning in a
conducive environment,”
Kaburuburyo said.
Kaburuburyo made the
remarks when a Mission
team comprising Ministry of Education and donor partners lead by the
ministry's Director in the
Directorate of Project Coordination and Delivery
(DPCAD) Elijah Mungai
visited the camp during the
team’s field visit to monitor
and evaluate outcomes of

(KPEELP). About Sh 45 billion has been injected into
the programme.
Mr. Mungai said the government has partnered with
World Bank, the Global
Partnership for Education
and other partners to reduce regional disparities
in learning outcomes, improve retention of girls in
upper primary education
and strengthen systems for
delivering equitable education outcomes.
“This is in line with the
aspirations of Kenya’s vision 2030 that puts emphasis on education and
training systems as a vehicle
to drive the country’s efforts towards becoming an
upper income economy,”
he said.

UNHCR calls for education
support in Kakuma

commenced a productivity mainstreaming
awareness and sensitization
campaign for all government agencies as part of its
efforts to ensure that service delivery improves and
citizens get value for their
taxes.
Ms Mary Mwova, Productivity Mainstreaming Team Leader said the
awareness and sensitization exercise is aligned to
the National Productivity
Policy, Sessional Paper No
3 of 2013, which aims at encouraging agencies to adopt
mechanisms that will lead to
the adoption of innovation
and continuous improvement techniques within the
workplace.
\"These mechanisms include investing in technological improvements,
automation and improvement in human resource
management practices
aimed at promoting competitiveness, employment
creation, rapid economic
growth and the transformation as envisaged in the
Country’s Development
plans including the Bottomup Economic Transformative
Agenda (BETA) and Kenya
Vision 2030,\" she said.
Mwova observed that productivity mainstreaming in
the public sector is an enabler
for enhancing efficiency, effectiveness, and performance
across government organizations.
\"It enables the public sector workforce to deliver more
with less funding through the
adoption and integration of
productivity principles, practices, and measures into the
core mandates and processes
of the respective public sector
agencies,\" she said.
Mwova pointed out that
productivity and competitiveness have been identified
as core factors that drive economic growth and development of any country.
At the industrial level, she
said productivity is used to
indicate the level of industrial
competitiveness and the ability of industries to produce
high quality goods at minimal
cost.
She said industries use productivity as a yardstick to

A senior official in the
State Department
for Technical, Vocational Education and Training has hailed the on-going
re-tooling of TVET trainers as a game changer in
the implementation of the
Competency Based Education Training (CBET) in all
TVET institutions country
wide.
The Principal Secretary
Dr. Esther Muoria said the
re-tooling which is being
conducted by the Kenya
School of TVET will boost
the implementation of
Competency Based Education Training (CBET) in
TVET institutions to very
high levels.
Speaking during TVET
Principals, Council and
Board Chair’s consultative meeting at the Kenya
School of TVET, Dr. Muoria
noted that 924 TVET trainers drawn from national
polytechnics have already
been re-tooled and another
bunch of 580 TVET trainers
are currently undergoing
the re-tooling in different
regions in the country.
The PS exuded confidence that the re-tooling
of TVET trainers across the
country is timely and will
boost the implementation
of CBET in all Kenyan TVET
institutions.
“For CBET delivery to
be effective, trainers must
be equipped with the right
skills and competencies,”
noted the PS.
The PS further added
that the implementation of
CBET in Kenya is a Presidential directive which
every stakeholder in the
Department should implement competently.
“It is important to note
that this is a Presidential
directive and we all should
the exercise very seriously,” said the PS.
She further disclosed
that all the admissions in
TVET institutions across the
country commencing from
the September 2023 intake
will be done through CBET.

the TVET agencies; TVET
CDACC, TVETA, KNQA,
Kenya School of TVET
and all the stakeholders
in the TVET sub-sector to
play their facilitative role
of ensuring that there is a
smooth CBET Curriculum
in Kenya.
The PS further noted that
there is a huge need to ensure that TVET trainers
have the requisite practical skills adding that this
is fundamental in the implementation of CBET because trainers will have an
opportunity to be re-tooled
on the use of the state-ofthe-art equipment.
“The State Department
for TVET will soon be rolling out a robust programme
of up-skilling trainers on
the use of training equipment,” noted the PS.
The up-skilling of TVET
trainers on the use of the
state-of-the-art equipment will be achieved
through the partnership of
the State Department for
Technical Vocational Education and Training (SDTVET) and its development
partners.
PS Dr. Muoria said that
SDTVET has partnered
with the State Departments
responsible for Housing
and Urban Development,
Industrialization, Micro,
Small and Medium Enterprises (MSMEs) on the implementation of Affordable
Housing Programme (AHP)
and County Aggregation
Industrial Parks (CAIPS) to
absorb trainees from TVET
institutions.
Dr. Muoria noted that
this partnership will serve
as training grounds for
TVET trainees as well as a
Recognition of Prior Learning (RPL) assessment centers for Micro, Small and
Medium Enterprises (MSMEs)
The PS further said that
industry linkages are very
central to the CBET implementation in Kenya and
called on TVET Principals
to enter into collaborations
with various industries in
order to enable the smooth
implementation of CBET.

syllabuses of instruction; conduct examinations for professional supplies certification; issue professional

procurement and supply chain management curriculum and administers the national examinations under this
revised PSCM curriculum. KISEB invites qualified professionals to apply for the part-time position of the Chief
Examiner.
Terms of Reference
The Chief Examiner will be assigned responsibilities from time to time, which may include the development
and marking of examinations, advising on the development and review of examination syllabuses, examination rules, regulations and processes, development of study and reading materials and related matters as

Kenya will strengthen
cooperation with
China particularly
in terms of intelligence
sharing, joint security operations and security management in a strategic move
to bolster its security capabilities in the wake of escalating global threats.
Dr. Raymond Omollo,
Principal Secretary for Internal Security and National
Administration said the
move will play a critical role
in boosting Kenya’s capacity
to tackle the emerging security threats in the country.
Omollo also noted that
the rapidly evolving global
security landscape necessitates a unified approach
to preserving peace and
singled out, terrorism, cyberattacks, transnational
crime, regional conflicts
and climate change as of the
major challenges posing a
threat to global peace.
“Given current trends
and the inter-connectivity
of our world through globalization, no nation remains impervious to these
threats. However, these
new challenges also offer us
opportunities for strategic
re-evaluation and collaboration,” said Dr. Omollo.
The PS was speaking
when he gave Kenya’s inaugural speech at the Ministerial Roundtable at the Global
Public Security Cooperation
Forum in Lianyungang,
China whose theme was
‘One World, Common Security’.
He noted that the forum
sets a platform for Kenya
and China to engage in
candid conversations and
to firm up strategic issues
that bind the two countries
in the pursuit of sustainable
peace, security and development cooperation.
“In the face of these
shared risks, we must also
create global resilience,”
Omollo said, noting that
Kenya and China regard
each other as equal partners
with unique contributions
to the realization of mutual
interests. He added that
Kenya is looking to engage
in more bilateral and multilateral security agreements
with China and other partners. The PS further pointed
out that Kenya’s police officers have been receiving
technical training on the
security and management
of large-scale infrastructure
from China and stressed the
need for expansion of the
training programme to include other topical issues
such as transnational crime
and maritime security so as
to incorporate more law enforcement agencies.
Further, Omollo expressed optimism that the
ongoing collaborations with
China will expedite the Police Equipment Modernization Programme, aimed at
equipping security officers
deployed in high-risk areas
and contribute to mobility
and modern communication systems.
“The government has allocated resources for modern weaponry, advanced
machinery, and reliable
personal protective gear
for security agents,” the PS
added.
The PS further revealed
that the State is currently
enhancing its command,
control, and communication capacity to boost the
operational efficiency of
the National Police Service
through the deployment of
new hardware and state-ofthe-art technology.
Turning attention to border security, he noted that
Kenya is actively working
towards securing its borders
with neighboring countries
through integrated border
management.
Additionally, Omollo
noted that Kenya is seeking
technical assistance, training, and capacity building
for its border personnel and
law enforcement agencies
including the Kenya Coast
Guard Service to bolster
border and maritime security. “It is our hope that
through international cooperation, we will acquire
more state-of-the-art surveillance equipment and
enhance our situational
awareness and border control,” he remarked.
PS Omollo was concerned
about the escalating impact
of climate change, identifying prolonged drought and
climate-induced migration
as major threats to the nation's stability.
He stressed that the region's violent conflicts have
resulted from competing for
limited natural resources.
Regarding the influx
of migrants, the PS cautioned that it could strain
diplomatic relations and
potentially provoke social
tensions, citing instances in
some refugee camps.
Nevertheless, he maintained that Kenya has
adopted a cross-border cooperation approach to address these challenges in the
best interests of its citizens.
“We hope that more partners can join us in the prevention and resolution of
conflicts, and we look forward to the implementation
of the recommendations
captured during this Global
Public Security Forum,”

Kenya Program
Background:
The Empowering Novel Agribusiness-Led Employment (ENABLE) Youth Kenya Program aims at contributing to job creation,
food security and nutrition, income generation and improved livelihoods for youths in both urban and rural areas. ENABLE
Youth Kenya Program is currently seeking suitable Agripreneurs as incubatees to be trained and empowered within the supported value chains via a countrywide recruitment exercise. The agribusiness ideas have to be innovative and novel.
The Incubation model is centered in eight (8) youth Agribusiness Incubation Centers (YABICs), within Eight (8) National
Training Institutions across the country. These Centers are: The Kenya School of Agriculture (Nyeri), The Dairy Training Institute
(Nakuru), The Regional Pastoral Training Centre (Narok), The National Aquaculture Development Centre (Kirinyaga), The
Ramogi Institute of Advanced Technology - RIAT (Kisumu), The Pwani University (Kilifi), The Kisii University (Kisii) and The
University of Eldoret (Uasin Gishu)
The Program focuses on the entire Agriculture Value Chain from production, processing, value addition: input supplies and
marketing in the following specific values chains targeted; Poultry, Vegetables, Dairy, Beef, Pasture, Mushroom, Pig, and Fish.
This recruitment will be carried out by ACAL Consulting and will target the following two categories: Standards & Accelerators.
Eligibility Criteria
1. They must be Kenyan Citizen with a National ID, Aged between 18-35 Years
2. Submit relevant Educational Certificates based on incubation category i.e. Standard/Accelerator
3. Shall be required to submit a KRA PIN Certificate and a Certificate from an approved Credit Reference Bureau. On
admission, ALL candidates shall be required to meet all integrity requirements.
4. Submit a concise one (1) page business proposal demonstrating.
a. The Innovative and Novel Business Idea
b. Access to business premises, office space and land for production location where applicable.
c. Adaptability of the selected value chain to the project location.
d. Availability of market for the selected product/service within the targeted value chains.
e. Prevailing Risks & Mitigation Strategies
f. Availability of licenses and permits where applicable.

1. The Government of Kenya has received credit from the International Development Agency
(IDA) towards financing of the Second Kenya Informal Settlements Improvement Project
(KISIP2) and intends to apply part of the proceeds for consulting services.
2. The Consulting services (the Services) include:
(a) Desk review of all the relevant planning policies and legal documents and prepare a
report on the application of the content to the assignment and the specific settlement
context.
(b) Community mobilization and sensitization for stakeholder engagement.
(c) Identification, verification and confirmation of perimeter boundaries and preparation
of base maps of each informal settlement
(d) Undertaking socio-economic surveys and physical mapping of the settlements
(e) Undertake Environmental and Social Impact Assessment (screening)
(f) Preparation of Local Physical and Land Use Development Plans for the respective
informal settlements
(g) Prepare a Social Management Plan and or a Resettlement Action Plan
(h) Surveying of plots and preparation of survey plans
(i) Preparation of detailed topographical survey for engineering designs
(j) Land Information System (LIS).
The assignment is expected to take Twelve (12) calendar months.

invites eligible consulting firm ( “Consultants’’) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the
required qualifications and relevant experience to perform the Services. The shortlisting criteria
are:
(a) Core business and years in business: The firm shall be registered/incorporated as a
consulting firm with core business in the field of Urban/Physical Planning and or Land
Surveying or related field for a period of at least ten years;
(b) Relevant experience: The firm shall demonstrate as having successfully executed and
completed at least two assignments of similar nature, complexity and in a similar operating environment in the last ten (10) years. Details of similar assignments-Name

6. Consultants may associate with other firms to enhance their qualifications, but should indicate

facto slum upgrading institutional implementation
arrangements and the possible opportunities and
bottlenecks relating to those particular arrangements. Where there is discrepancy with the de jure
and de facto arrangements, identify the conditions
that allow the prevailing situation.
(c) Review international slum upgrading and prevention policies and legal frameworks, strategies and
programs to establish best practices in institutionalizing slum upgrading into government structures.
(d) Prepare a comprehensive National slum upgrading
and prevention strategy with clear responsibilities
between different levels of government, clearly
defined institutional arrangements and the necessary operationalization tools and present the same
to the relevant stakeholders for validation.
(e) Prepare guidelines to help operationalize the strategy.

that his ministry is fully
aware of the challenges the
Creative Economy is facing,
key among them an enabling policy and legislative
framework to forster sustainable development of the
sector and has put in place
plans of developing the necessary legislative and policy
framework to grow this crucial arts sector.
CS Namwamba was
speaking at the Nairobi Film
Centre during the Inaugural
State of the Film Industry
Summit (SOFTI) which was
organized by the Kenya Film
and Television Professional
Association (KTFA) and the
Kenya Film Classification
Board (KFCB) and other key
stakeholders.
“My Ministry has embarked on the process of
reviewing and where necessary, developing new policy
and legislative documents
and one of the key aims of
the policy and legal reforms
is to provide mechanisms
for the establishment of a
Film Fund to facilitate access
to rebates for both local and
foreign filmmakers”, Namwamba noted.
The Fund, the CS noted
will also provide access to
finance for the acquisition of
modern equipment and film
production infrastructure by
local filmmakers, and fund
the promotion of the country as a filming destination.
In addition, Namwamba revealed, through the Creative
Economy Bill that his ministry is proposing, the State
Department for Youth Affairs
and the Arts will seek to enforce and create awareness of
copyright laws, streamline
the benefits that accrue to the
artists from the ‘Skiza’ tunes
and other revenue streams as
well as enforcement mechanisms as a way of ensuring knowledge and increase
earnings by artists.
The CS added that, moreover, the Bill will provide
instruments for the development of a Government Powered Arts and Crafts industry
Information Portal that will
help in listing different players in the industry and market
their products, promote arts
and crafts galleries leveraging
on existing public entities and
institutions, including Kenya’s embassies abroad.

Background
The Ministry of Agriculture and Livestock Development is desirous of rolling out an aggressive National Mechanization Program to address food and nutritional security in the country, enhance productivity within the existing land
resource and provide employment to Kenyans especially the youth. The Government notes that a lot of fertile land
in most government agencies remains underutilized due to shortage of farm machinery.
A lot of fertile land remains unutilized in various government institutions and the government intends to open it
up for food production through this programme. Agricultural Finance Corporation (AFC) has been identified to
take lead in the programme implementation. Other government agencies involved are the Agricultural Technology
Development Centers (ATDCs), National Youth Service (NYS), Kenya Prisons Service, Kenya Agricultural and Livestock Research Organization (KALRO), and Agricultural Development Cooperation (ADC)
The National Mechanization Program seeks to provide farm machinery equipment and related implements as
well repair, maintain and construction of new grain handling facilities and infrastructure. The above mentioned
Government Agencies own large tracts of underutilized lands/Assets which will benefit from the machinery to
enhance agricultural production.
The government recognizes that agricultural production has remained low due to use of obsolete technologies
among the farming communities. The government is implementing an aggressive agricultural transformation
agenda through mechanization driven production targeting the rural farming communities which will increase the
level mechanization among farmers to 50% from the current 30%. This level of mechanization among the farming
community will provide the necessary support to scale up farming operations making agricultural production
commercially viable and competitive.
To achieve this, the Government is willing to collaborate with established agricultural machinery and equipment
manufacturers with capacity to mobilize required resources in supporting this initiative. The program Budget is
estimated at Kshs. 33.095 Billion to be financed through concessionary bilateral arrangements.

3. The firm should demonstrate experience in carrying out similar assignments and with evidence.
4. The Partners Country of Origin MUST have a Bilateral Agreement with Kenya in support of Agricultural
Mechanization;
5. The Partners will be required to demonstrate ability to offer post sale support services to the program;
6. Technology transfer is envisaged to the Kenyan beneficiaries of the machinery and equipment; and
7. Ability to support the Program as Independent Entities.

The Capital Markets
Authority (CMA) has
granted approval for
the issuance of the country's first-ever Islamic Bond
“Sukuk” to spur the affordable housing sector in the
country.
According to Linzi Finco
Trust, the Issuer of this
pioneering Sukuk, named
Linzi Sukuk offers an internal return of return at 11.13
per cent and will raise Sh
3 billion with the primary
aim of developing 3,069
institutional housing units
in alignment with the Government's ambitious Transformative Agenda.
Speaking during the
groundmaking ceremony,
CMA CEO Wyckliffe Shamiah, said Sukuk, also
known as Islamic bonds, are
financial instruments which
comply with the the Islamic
Shari’ah principles making
them a unique and inclusive
investment avenue and this
momentous approval by the
CMA marks a significant
milestone in Kenya's capital market diversification,
providing both investors
with an alternative, socially
responsible investment opportunity.
Shamiah noted that the
issuance of the Linzi Sukuk
bond underscores Kenya's
commitment to addressing
the pressing need for affordable housing through
the provision of affordable
financing, a pivotal component of the Government's
transformative agenda.
Housing deficit
\"The Housing demand
in Kenya is estimated at
250,000 units annually
and with a supply of only
50,000 new houses annually, there is an 80 per cent
annual housing deficit.
\"The Government has
a plan to deliver 200,000
housing units annually
through collaboration between the national government, counties and the
private sector.
\"To this end, there has
been at least three projects
launched in the past three
months, with 7,800 units in
the offing,\" said the CEO.
This landmark Sukuk,
Shamiah said will contribute significantly to expanding the availability
of affordable housing and
positively impact the lives
of many Kenyan citizens,
and the innovative financing mechanism is expected
to attract both domestic
and international investors
seeking ethical and socially
responsible investment options.
The CEO further stated,

The Board of Registration of Architects and

Kenya (BORAQS) is digitizing its services to be in
tandem with the modern
way of doing business efficiently and help reduce
turn-around time for most

BORAQS, according to
a senior Architect in the
State Department for Public
Works has also developed a
facility for capacity building, research, innovation as
well as exhibitions.
This facility, known as
BORAQS Centre it will offer
solutions to challenges facing professionals in the built
environment.
Addressing about 1,100
architects and quantity
surveyors during their
Continuous Professional
Development Seminar in
Nairobi, BORAQS’ chairman
Arch. Sylvester Muli said the
Board has a members’ online self-service portal, an
online project registration
portal as well as an online
practical experience logbook portal in addition to an
online complaints management portal.
Arch. Muli noted that
previously these professionals travelled long distances and wasted a lot of
time by physically visiting
BORAQS’ offices in Nairobi
to seek services.
“They are now comfortably able to access these
services from their offices
wherever they are,” he
added.
He challenged them to
take advantage of the opportunities the African
Continental Free Trade
Agreement (AfCTA) will
provide if and when it becomes operational to move
around the continent in
search of greener pastures.
Should AfCTA come to
fruition, it will, through its
various protocols facilitate
the movement of persons,
labour, competition, investment as well as intellectual property and will
be a key vehicle for Africa’s
economic transformation.

The Government is
pioneering a regional
digital revolution
in Africa by setting new
standards for transparency
and inclusivity through development of critical digital
infrastructure for Kenyans.
The Cabinet Secretary for
Information, Communication and the Digital Economy Eliud Owalo cited such
digital infrastructure as the
E-citizen platform which
provides access to public records, government data and
critical information.
Owalo further noted that
that the Government is enhancing the citizen’s ability to hold the Government
to account through harnessed technology power
as a bridge in the nexus of
information, social justice,
and good governance.
The CS pointed out that
in the modern times, digital
platforms have become indispensable tools for access
to information adding that
Kenya is trailblazing the regional and continental trail
in this digital revolution.
Speaking during the
commemoration of the International Day for Universal Access to Information
(IDUAI) organized by the
Media Council of Kenya
(MCK) in Kirinyaga County,
Owalo noted that access to
information is one of the
most critical cornerstones
that serve as the fountainheads of modern democracy.
“As we celebrate IDUAI
2023, let us remember that
our efforts to champion
transparency and the role
of digital platforms in disseminating information
have not only placed Kenya
on the world stage but have
also enriched the global
discourse on the right to
know. Our journey continues to inspire and shape the
future of open and accessible information everywhere,” said the CS.
He added that this year's
IDUAI theme places the
spotlight on the pivotal role
of the online space in universal access to information.
“It is a most timely
theme. In our ever-evolving digital world, information flows across borders
and transcends barriers like
never before,” the CS noted.
“This is a day when we,
in government, re-dedicate
ourselves to the core values
of transparency and accountability to the public.
We recognize the primary
objective of observing this
day as advocacy for a cocktail of freedoms and raising
awareness on the right of
the public to access information as the wellspring
of these freedoms,” the CS
said.
The Principal Secretary
for the State Department for
Broadcasting and Telecommunications, Prof. Edward
Kisiang’ani observed that
the universal access to Information has an advantage
of enhancing individual,
national and global development.
“Countries which have
embraced this have developed, their citizens are well
informed and they make
better choices about their
lives,” said the PS.
The PS appreciated the
efforts made by the Media
Council of Kenya to ensure
the media plays its pivotal
role well in a clearly regulated environment.
PS Kisiang’ani, however,
warned that access to information is not enough, adding that the critical aspect
is in its processing and the
future of humanity depends
on how it is processed.
“It is the balance between

that can help the society,”

Gov’t sets new standards for transparency and
inclusivity through easy access to information

The Nairobi Women
Hospital, in collaboration with the
Young African Women
Initiative (YAWI), has
launched a program designed to train male
teachers in Nakuru's primary schools on how to
promote menstrual hygiene and health. This initiative seeks to address the
issue of menstrual stigma
in schools.
According to YAWI Executive Director Ms Fidelis
Wamboi, the programme
rolled out through Nairobi
Women Hospital Gender
Violence Recovery Center
(NWHGRC) was concerned with empowering male teachers to fight
menstrual stigma against
female pupils in addition
to promoting menstrual
hygiene and health in
their schools.
The Director said the
move to educate male
teachers seeks to fight the
myth that men should
remain ignorant about
menstruation and provide
them with the right information.
Ms Wamboi said the
strategy of engaging and
putting male teachers at
the forefront to challenge
the taboos around menstrual health will create a
safe school environment
for young girls.

BACKGROUND
Reporting to the Authority’s Board, the Director-General will provide visionary direction and leadership in initiating, developing and implementing policies, strategies and programmes which will facilitate achievement of the

KEY RESPONSIBILITIES
i) Lead the implementation of the Competition Act;
ii) Recommend and oversee the long-term strategy, business plans, and annual budgets;
iii) Establish proper internal monitoring, control systems, and procedures;
iv) Provide leadership in risk management and business continuity programs;
v) Serve as the Accounting Officer for the Authority;

EDUCATION
i) Bachelor’s Degree in either Economics, Statistics, Law, Business-related Degree, or other relevant Degree
from a recognized institution
ii) Master’s Degree in either Economics, Statistics, Law, Business related or other relevant Degree from a
recognized institution
iii) Leadership Course lasting not less than six (6) weeks from a recognized institution
EXPERIENCE
i) At least fifteen (15) years broad based post qualification experience in a relevant field with demonstrable
ten (10) years leadership at a senior managerial level;
ii) Experience in leading, managing and delivering complex projects within defined resources and defined
timelines; and
iii) Experience working with senior decision makers, and leading and motivating mixed professional teams in
the delivery of high quality, timely outputs, managing staff performance and developing talent.

The Kenyan government
has taken action to enforce new reforms in the
mining sector by shutting
down over 3,000 illegal
mines operating across the
country. Additionally, the
government has revoked
1,500 mining licenses due
to violations of regulations
governing their operations.
Elijah Mwangi, the Principal Secretary of Mining,
explained that these measures are intended to streamline the mining industry and
curb the illegal smuggling of
minerals into and out of the
country. He emphasized
that anyone transporting minerals must possess
a mineral transport permit
issued by the regional mining office. Furthermore, the
regional mining officer is
required to be present during the packaging process to
ensure that the minerals being transported match the
requisitioned ones.
Mwangi also disclosed
that the ministry is in the
process of establishing laboratories and factories in
areas where minerals are
mined. These laboratories
will facilitate mineral testing and the manufactur- ing of final products from
raw minerals. For instance,
in a county like Murang'a,
known for mining granite
stones and clay soil, there
are plans to establish a factory for producing tiles. This
move is expected to create job opportunities and
stimulate economic growth
in the region, emphasizing
the importance of value addition.
Additionally, the ministry
has forged collaborations,
such as with the Kenya Ports
Authority, where an officer
has been assigned to verify
the necessary documentation for minerals leaving
the country. Mwangi highlighted the collaboration
with national government
administration officers to
enhance mine safety and
security.
Regarding the upcoming El Niño rains, Mwangi
stressed the government's
responsibility to provide
guidance to citizens at risk
of being affected by heavy
rains. He urged residents of
Murang'a living in highland
areas to exercise caution due
to potential landslides and
mudslides.

The European Union (EU)
has expressed interest in
partnering with the Kericho
County Government to create jobs for youths.
The European Union Ambassador to Kenya Henriette Geiger, who held talks
with the Kericho County
Governor Dr Eric Mutai at
his office deliberated on the
benefits of the European
Union's Erasmus Scholarships opportunity which, if
utilised, would enable jobless youth acquire skills and
knowledge relevant in today's job market.
She said the Erasmus
Programme has positive
effects on educational, social, personal and professional development that
would positively impact the
Kericho youth by securing
competitive career opportunities.
The EU Ambassador noted
that the programme enhances knowledge, skills,
and attitudes, boosts confidence and independence
while improving employability.
\"The scholarship also
stimulates curiosity and
innovation fostering a better understanding of other
people,\" Amb Geiger added.
The Erasmus programme
was originally established
by the European Union in
1987. It was aimed to promote closer cooperation
between universities and
higher education institutions across Europe.
This meant setting up an
organised and integrated
system of cross-border student interchange, he said.
The ambassador also underscored the importance of
horticulture to the growth
of the economy, saying that
unskilled youth need to be
trained and assisted to engage
in agri-businesses for them to
enhance their livelihoods.
\"The EU has projects with
young people and women to
commercialise agriculture
through loans, grants and
skills training. There can be
good money in agri-business
with the right skills and right
assistance. It is important that
all agricultural projects are
sustainable to mitigate climate change and protect the

The EU Ambassador, who
addressed the press at the

pointed out three main challenges she was presented to
by the Governor including
youth unemployment, high
incidents of cancer and climate change impacts as the

Meanwhile, the Governor revealed that through a
partnership with the EU, a
research centre would be established at the University of
Kabianga for more studies to
be carried out on the mitigation of the negative effects of
climate change especially on

FY. 2023/2024 NCA ACCREDITED CPD & CTD TRAINING PROVIDERS
The National Construction Authority under section 5 of the National Construction Authority Act 2011 (Cap 449A laws
of Kenya), has an overall mandate to oversee the construction industry and co-ordinate its development by providing
training and capacity building to contractors, skilled construction workers and site supervisors in the construction
industry.
One of the key functions of the Authority as outlined under section 5, subsection (2) (j) of the National Construction
Authority Act 2011, is to provide, promote, review and co-ordinate training programmes organized by public and private
accredited training centers for skilled construction workers and construction site supervisors. The Continuous Technical
Development (CTD) programs for construction workers and site supervisors are anchored on this function and play a
critical role in promoting excellence in the construction industry.
National Construction Authority Regulations 2014, part II section 13 states that: “In each year during which a contractor

of its way to augment what
the regional body was doing
to support the youth agenda
through empowerment.
Madey, who represented
the Cabinet Secretary for
Youth Affairs, the Arts and
Sports Ababu Namwamba
said the event, which culminated in adopting concrete steps to uplift the
youth of the Horn of Africa
marked a significant milestone in advancing youth
empowerment and meaningful participation across
the region.
\"At the heart of this conference was the adoption
of the IGAD Youth Policy
by the Council of Ministers
responsible for Youth Affairs in the region and this
historic moment signifies
a united commitment towards prioritizing youth
rights and empowerment.
“Through extensive consultations with technical
experts, National Youth
Councils, youth-led organizations, and the IGAD Secretariat, the policy has been
carefully crafted to guide
and mainstream youth priorities in policies, laws, and
programs,” the PS noted.
Madey said the adoption
of the IGAD Youth Policy
sets forth a comprehensive
roadmap for youth development in the region and
emphasizes the importance
of empowering youth and
ensuring their meaningful participation in political
processes.
The policy, the PS noted,
will serve as a guide to
member states in formulating youth-centric laws,
policies, and programs
which address the diverse
needs of young people.
With the adoption of the
IGAD Youth Policy, the conference also witnessed the
development of a detailed
roadmap and action plan for
its implementation.
Technical experts, ministers, and stakeholders
came together to chart a
course of action that would
transform policy objectives
into tangible programs and
initiatives.
The roadmap aims to
provide the necessary support, resources, and opportunities for the youth
to thrive, enabling them to
actively contribute to their
societies and drive positive
change.
During the meeting,
PS Madey reiterated the
firm support of the Kenyan
government in the development and adoption of
the IGAD Youth Policy and
expressed confidence in
working closely with the
IGAD Secretariat and young
people to ensure its successful implementation.

OF REGULATORY IMPACT STATEMENT
IT IS notified for the general information of the public that the Cabinet Secretary for Lands, Public Works, Housing, & Urban
Development in consultation with the Board of the National Construction Authority, pursuant to the provisions of section 8
of the Statutory Instruments Act, 2013, as read together with section 42(1), of the National Construction Authority Act No. 41
of 2011, has prepared the Regulatory Impact Statement on the impacts and likely impacts on the community of the National
Construction Authority (Amendment) Regulations 2023.
The main objective of the National Construction Authority (Amendment) Regulations 2023 is to reflect current best practices,
qualifications and standards in view of the developments in the construction industry. Specifically, the implementation of the
National Construction Authority (Amendment) Regulations 2023 will result in:
(a) Place more emphasis on experience-based evidence for registration whilst the previous criteria was document
based. This will enable the Authority to validate the technical competencies of applicants;
(b) Split civil works to road works and water works to underscore the technical differences in the two (2) sectors;
(c) Ungroup specialized works to two (2) classes of works; mechanical engineering services and electrical engineering
services, to provide a more comprehensive outline of the industry;
(d) Amend the value of construction works to reflect the current status quo in the industry in all the sectors. The
value of construction works under the building, roads and water sectors have been increased from the current
rates. Notably, the of construction works for the specialized works were adjusted downwards.
Any person who is likely to be affected by the proposed Amendment Regulations may submit a written memorandum on
the proposed Amendment Regulations within fourteen (14) days from the date of this notice. The memorandum should be

The State Department
for Public Works has
launched the Centre
of Architecture and Quantity Surveying ahead of the
commencement of professional examinations for
architects and quantity
surveyors expected to commence this month of October.
The Principal Secretary
in the State Department for
Public Works Mr. Joel Arumonyang who spoke during the launch of the Centre
noted that the Government,
through his State Department is working on bills and
legislation to address the issue of collapsing buildings
in the country.
Arumonyang further said
the State Department will
ensure that contractors follow the set guidelines in the
building sector through legal enforcement of all statutes.
The PS said the department is also digitizing its
services and very soon, the
public will be able to access
them on the e-Citizen portal.
“We are working towards
the digitization of the State
Department’s services and
soon the public will easily access them on the eCitizen portal. We will also
provide links to our semiautonomous bodies on the
portal to improve our service delivery to clients,” Mr.
Arumonyang said.
The Chief Architect, Lawrence Mochama, who was
also present at the launch
called on all the professionals in the built environment
to ensure professionalism
to meet the needs of clients
and those of sustainable
building.
“Professionals in the built
environment should ensure
that they meet the needs of
clients and those of sustainable building,” Mochama
said.
The Chief Architect reiterated that the professionals
should deliberately construct quality buildings to
end the menace of collapsing buildings in the country
and reduce wastage of resources.
Mochama also urged construction professionals to
complete projects on time
to avoid unnecessary delays
and cost escalations.

suit the need for a modern
examinations’ centre and
to provide a bigger space to
accommodate the increasing number of candidates.

Youth Connekt Africa
Summit 2023, which
will coincide with the 60th
Jamhuri Day Celebrations on
12th December.
The decision was made
during the Youth Connekt
Africa Summit 2023 Steering
and Local Organizing Committee meeting led by Ababu
Namwamba(pictured), the
Cabinet Secretary, Ministry
of Youth Affairs, the Arts and
Sports at a Nairobi hotel.
The Principal Secretary for
Youth Affairs and the Arts Ismaili Maalim Madey who also
attended the meeting reiterated that Kenya was pleased
to be the third country, after
Rwanda and Ghana.
The summit, according to
the PS will act as a forum to
ensure that the African youth
are engaged in trade and networked across a borderless
Africa.
The summit is expected to
be attended by at least 20,000
youth delegates from Africa
and globally whose theme is
“Youth Innovating a Borderless African Renaissance”.
An inter-ministerial preparatory committee is being
spearheaded by the National
Youth Council for the ministry.

plant.
During the 67th annual
International Atomic Energy Agency (IAEA) General Conference in Vienna,
Austria, member states
adopted resolutions to also
strengthen the effectiveness
and improve the efficiency
of Agency safeguards.
Member states committed
to strengthen IAEA’s technical cooperation activities, as
well as activities related to
nuclear science, technology
and applications.
The talks which were
chaired by the IAEA Director General Rafael Mariano
Grossi called for unity of
purpose in the search for solutions to problems bedeviling the world.
The solutions Mr Mariano
said should be focussed on
the Global South saying effects of Covid-19 and the
war in Europe required all
hands on the deck to address.
Global peace and the war
in Ukraine featured prominently as representatives of
countries took stock of opportunities and challenges
in the quest for nuclear
safety in the world.
“None of us imagined…
we would be dealing with a
pandemic the global magnitude of which the world had
not experienced for a century. And as if that were not
enough, we are now faced
with a war in Europe…” he
said.
He told the forum that
climate change obliges
countries to take long-term
responsibility for the wellbeing of the planet and its
people and that bold decisions will be required towards an affordable, just
and sustainable energy future that taps all viable lowcarbon technology options,
including nuclear energy.
Participants at the forum
are from the 177 IAEA member states, including Kenya.

other countries and regions
advance,” said Mr Anyanga.
Mr Grossi added that even
though public opinion polls
around the world show the
tide turning in favour of
nuclear energy, countries
needed to engage stakeholders openly and proactively in their nuclear power
programmes.

major global conversations
and events on energy and
climate change. Today, nuclear power not only has a
place at the table but is increasingly recognised as

The Chief Executive Officer for NEPAD/APRM Kenya
Dr. Samori Okwiya said the
County Peer Review Mechanism will be implemented in
all the 47 counties using the
Kenya National Bureau of Statistics’ recommended focus
group discussions and key informant interview tools.
The process will be subjected to a validation engagement between the esteemed
panel members and the
county leadership, and thereafter submitted to the CPRM
summit for a peer review conversation.
NEPAD is a pan-African
strategic framework for social
and economic development,
adopted in 2022 by the African
Union as a primary mechanism
to coordinate the pace and impact of African development.
Okwiya announced that
selected eminent persons will
join the team to drive transparency, accountability, and
progress in counties.

1. The government of the Republic of Kenya has received a Loan from the
Export-Import Bank of Korea from the resources of the Economic Development Cooperation Fund (EDCF) of the Republic of Korea in the
amount of USD 61 Million (Sixty One Million US Dollars) towards the
cost of the Nairobi ITS Establishment and Junctions Improvement Project
[Phase I] and intends to apply a portion of the proceeds of this loan to
payments under the contract for Design and Build for the Nairobi ITS
Establishment and Junctions Improvement Project [Phase I].
2. The terms and conditions of the Contract and payment by the Bank,
therefore, shall be subject in all aspects to the terms and conditions of
the Loan Agreement, including the Guidelines for the procurement under the EDCF Loan (the guidelines). Except as the Bank may specifically
otherwise agree, no party other than the Borrower shall derive any rights
from the Loan Agreement or have any claims on the Loan Proceeds.
3. The Project Executing Agency, Kenya Urban Roads Authority (“KURA” or
the “Employer”) now invites sealed bids from eligible bidders for the
implementation of the project as described in the below:
a) Implement the detailed design and construction of civil works for
Rehabilitation and Improvement of 25 junctions/intersections to
meet the adequate capacity for traffic demand;
b) Complete the detailed design of the Traffic Management Center
(TMC) building and implement the construction works with fixture,
furniture, equipment and other facilities to operate the TMC building;
c) Supply and install hardware and software to house the ITS equipment and operate the new traffic management system at the TMC
building;
d) Install ITS field equipment including traffic signal, signal controller,
Intersection Surveillance camera and Vehicle Enforcement System
(“VES”) in 25 junctions, 6 Vehicle Detection System (“VDS”), 1 Variable Message Sign (“VMS”), a surveillance system comprising 20
Closed-Circuit TV (“CCTV”) cameras and communication network;
and
e) Training and skill transfer.
f) Dispatch of Experts for post-project O&M support during warranty
period.
The design and build works shall be completed within the period of 30
months from the Commencement Date. Also, after the completion,
the Contractor
shall dispatch experts for 2 years to support and assist the Employer’s
sustainable O&M.
4. Bidding will be conducted through Competitive Bidding (CB) procedures
specified in the Guideline for Procurement under EDCF Loans, and is
open to all eligible bidders that meet the following minimum qualification criteria:
i) The bidder and all other parties constituting the bidder shall have
the nationality of Korea;
ii) Minimum cash flow of USD 5 Million (Incase of JV, one partner
shall meet atleast 40% of the requirement);
iii) Minimum Average Annual Construction Turnover of USD 45 million calculated as total certified payments received for successfully
completed contracts, within the last three (3) years from the deadline of submission. (In case of joint venture, one partner shall meet
atleast 40% of the requirement);
iv) General ITS & Construction Experience in SI (System Integration) /
NI (Network Integration) and Construction of buildings and roads
for at least the last ten (10) consecutive years from the bid issuing
date (In case of joint venture, at least one partner shall meet the
requirement);
v) Specific ITS, Construction of Road and Building Project Experience
as follows;
• Participation as contractor, or subcontractor, in at least three
(3) Asphalt Concrete or Rigid Pavement Road projects within
the last ten (10) years from the bid issuing date, each with
a value of at least US$ Fifteen million (USD 15,000,000.00)
which are successfully completed (In case of joint venture, at
least one partner shall meet the requirement).
• Participation as contractor, or subcontractor in at least one
(1) construction contract of IDC building or Administration
building having Server Room that has been successfully completed within the last ten (10) years from the bid issuing date
(In case of joint venture, at least one partner shall meet the
requirement).
• Participation as contractor, or subcontractor in at least one
(1) SI/NI project within the last ten (10) years from the bid
issuing date, with a value of at least US$ Seven million (USD
7,000,000.00) which are successfully completed and that are
similar to the proposed works (In case of joint venture, at
least one partner shall meet the requirement).
• Participation as contractor, or subcontractor in at three (3)
ITS projects which included systems or facilities as parts of
the scope of works in the project within the last ten (10)
years from the bid issuing date, each with a value of at least
US$ One million (USD 1,000,000.00) which is successfully
completed and that is similar to the proposed works.
• The ITS project shall include, as scope of work, ITS (Intelligent
Transport System), UTIS (Urban Traffic Information System),
Transportation part of U-city (Ubiquitous-city) or Transportation part of Smart city. And the project shall include warranty
services as part of the scope of work of the project (In case
of joint venture, at least one partner shall meet the requirement).

The unveiling of community health promoters
as well as the lining up of various legal reforms in
the sector are part of the bigger plan to transform
provision of health services across the country
The government’s long-term plan to
reduce the household disease burden
is taking shape, with the recent
unveiling of Community Health Promoters
as well as the legislative reforms lined up in
the sector steadily actualising the objective.
The goal is to ensure that in about five years,
families would cut their spending on health
by up to 50 per cent thanks to preventive
measures that CHP would implement at the
grassroots, which include early detection of
diseases like diabetes.
This measure would be supported by the
lined up legal reforms that are expected to
help better the provision of health services
and accelerate the attainment of Universal
Health Coverage.
The reforms that will radically shape the
health sector are contained in the Primary
Health Care Bill, the Digital Health Bill, The
Facility Improvement Financing Bill and
the Social Health Insurance Bill, all of 2023.
These bills, which are before Parliament,
are expected to usher in a new paradigm
in the legal and institutional framework
for healthcare provision, by repealing the
current National Hospital Insurance Fund
and establishing in its place the following
funds; Primary Healthcare Fund, Social
Health Insurance Fund and the Emergency,
Chronic and Critical Illness Fund, according
to the Cabinet.
The launch of the 100,000 health promoters, therefore, becomes a key step in the
transformation agenda.

country,” Ms Nakhumicha said, adding that
they would work in all the 47 devolved units.
The model, according to the CS, creates
approximately 10,000 Community Health
Units, which are part of a broader Primary
Care Network (PCN).
The units are closely linked to level two
and level three health facilities, providing
a system that further works with level four
institutions.
She noted that early diagnosis and referrals
from the grassroots would save lives and
reduce the burden on higher-tier healthcare
systems.
The World Health Organization (WHO)
said the government’s move is a big boost
to community health promoters, who many
years have been doing voluntary work.
The CHP will not only get health kits but
also a stipend, and smartphones that they
will use to support basic health concerns
in households before they refer patients to
other levels of medical attention.
The leading killer diseases in Kenya are
pneumonia, cancer, sudden death and
malaria, with more males than females dying,
according to the Economic Survey 2023.
More Kenyans are also dying from
non-communicable diseases like diabetes
and hypertension, which cannot, however, be
passed from person-to-person and progress
slowly.
To anchor the reforms in the health sector
in law, the government is fast-tracking the
legislative process, with the bills that have
been ratified by Cabinet being tabled for
debate in Parliament.
The Primary Healthcare Bill, 2023, establishes the framework under which the
100,000 community health promoters will
work at the grassroots.
The Social Health Insurance Bill, 2023,
which was similarly tabled in Parliament
following the conclusion of public participation, seeks to provide insurance coverage
to all Kenyans under an institution that will
replace the National Hospital Insurance
Fund (NHIF).
The law will see the creation of a Primary
Health Care Fund to cater for preventive
and promotive primary care services at the
community, dispensary, and health centre
levels; a Social Health Insurance Fund that
covers services such as primary referrals,
secondary and tertiary services; and lastly,
a Chronic Illness and Emergency Fund that
provides for chronic illnesses like complications of diabetes, hypertension, cancer
management, and emergency treatment.
On the other hand, the Digital Health Bill
will provide a framework for the integration
of information, communication and technology into the health system to enhance
telemedicine, data governance, protection
of personal health information, and service
delivery through digital health interventions.
Lastly, the Facility Improvement Financing
Bill aims to ring-fence money generated in
health facilities, ensuring a predictable,
regular, and steady source of funding for
health facility operations in all the 47 devolved
units. ■

“Cyberknife was the treatment of
choice thanks to its precision. The
treatment took 22 minutes and is
to serve the people,” President William Ruto
said during the flagging off of the promoters.
The government has facilitated the health
promoters to provide a package of preventive
and promotive services. They are expected
to educate, advocate, provide health services
and connect communities to care.
Each of the 100,000 promoters will visit
and serve 100 homes. The promoters are
equipped with a kit that contains a first aid
box, a jacket to be won by the officers for
ease of identification, a weighing scale, an
infrared clinical thermometer for contact-free
measurement of temperature and a MUAC
tape to measure the upper arm circumference
of children and pregnant women to help
identify cases of malnutrition.
Further, the kit will contain a scale to take
weights and a machine to take blood pressure
to be able to pick any possible cases of
diabetes and hypertension for faster referral.
Besides the gadgets, the CHP will also walk
around with drugs such as pain relievers to
give patients, who might have minor ailments.
“These kits are the health facilities, and
the community healthcare promoters, who
shall go to Kenyans and serve them at their
homes,” President Ruto said.
CS Susan Nakhumicha said the health
promoters are important in the provision
of primary health care and, therefore, the
achievement of Universal Health Coverage.
“Community Health Promoters play a
pivotal role in implementing the Community
Health Strategy, essential for realising primary
health care goals. The shift towards preventive
and promotive health care, rather than a focus
on curative care, is smart investment by the
government and will reduce health care costs
and bring significant improvements across the

Agovernment think-tank has called
for accelerated adoption of electric
vehicles and increased manufacturing to help the country to contain the rising
cost of living.
Kenya Institute for Public Policy Research
and Analysis (Kippra) noted that adoption
of electric mobility is an innovative way to
reduce reliance on fossil fuels, which have
contributed to high cost of living due to rising
prices of petrol, diesel and kerosene.
“Electric mobility has potential to correct
the current and unfavourable mobility model
in Kenya, which is dominated by imported
second-hand fossil fuel vehicles that run on
imported fuels,” Kippra said in its Kenya
Economic Report 2023. The institution
added that electric mobility not only offers
affordable and sustainable transport options,
but presents numerous socio-economic
benefits, including job creation and reduction
of carbon emissions.
Having affordable, reliable and efficient
transportation reduces transport-related
costs across many economic sectors, while
inefficient and unsustainable transport
increases these costs.
The cost of living stood at 6.8 per cent in
September, which is an increase from 6.7
per cent in August. This is still higher than
the government’s target of 5 per cent, thus,
Kippra proposes the importation of some
20,000 electric vehicles every year.
According to the institution, this will help to
meet the growing demand as well as reduce
the burden of using fossil fuels.
The 19,952 units would be 5 per cent of
the about 400,000 vehicles imported in the
country, most of which are motorbikes.
“This will translate to more electric vehicles,
leading to an increased number in the
country. Based on this policy direction, this
will comprise 5,375 electric motor vehicles,

On manufacturing, Kippra said the government should leverage on it to stabilise
consumer prices through processing of
primary products such as fruits, vegetables
and grains, which facilitates supply of food
over time.
Manufactured food products account for
24.8 per cent of the consumer expenditures
basket, with key constituents being meat
products (19.3 per cent), wheat products (14.7
per cent), alcoholic beverages (11.8 per cent),
milk (10.8 per cent), rice (8.6 per cent), maize
flour (7.6 per cent) and cooking oils and fats
(6 per cent).
“To leverage on manufacturing in lowering
the cost of living, it is imperative to expand
opportunities for food processing to reduce
dependence on imported food products.
This requires minimising vulnerabilities to
droughts to sustain supply of raw materials,
including through such infrastructure as
aggregation centres and storage facilities,”
said the think-tank.
Other measures Kippra proposes are diversification of import sources for essential
consumer goods to cushion consumers
against rise in cost of living emanating from
disruption of the global supply chains,
aligning the minimum wage with the prevailing
minimum living wage based on the cost of
living trends and current economic conditions
and the deepening of the financial sector
to offer various products that can enhance
households’ long-term resilience. ■
The State Department of Social Protection and Senior Citizen Affairs
(SDSP&SCA) in partnership with
Huduma Kenya launched the Community
Development Management Information
System (CDMIS), which seeks to widen
economic opportunities for the marginalised
groups.
The system, which is inline with the government directive to automate services, contains
three programmes namely economic inclusion
that will cascade economic opportunities to
the grassroots; volunteerism which simplifies
volunteer matching and management and
group registration, which enables payment
through the e-Citizen platform.

Three years ago, a close family
member was diagnosed with
cancer. We were devastated. Relief
was palpable, however, when the
doctor said it was operable. But then the
total cost estimates for the treatment
arrived and I noticed that the digits in
the total figure required a two-comma
separation. My soul instantly crashed
back into despair, my mind in turmoil
wondering how we would raise such a
colossal sum, at which point, someone
dragged NHIF into our misery. But all I
could hear was “Blah…blah…let’s waste
time with a scheme that never works…
blah!” Today, I am a humbled scribe.
With the patient and her husband both
in formal employment and members
of the NHIF, not only did she receive
full treatment, but the scheme also
paid over 85 per cent of the cost. Not a
single fundraiser, or expensive loan. It
remains a personal miracle to me, one
that I’ll break the rules of conservative

rabbit farming...
Besides meat, rabbits provide, skin
and fur and can be quickly sold for
cash or turned into a nutritious meal
when needed. The cost of production
is low in respect to housing, feeding
and disease control. Rabbits grow
faster and are prolific breeders.
Therefore, they give a farmer high
return on investment.
Clean the rabbit house or hutches,
feeders and drinkers daily using
clean water. Remove leftover feeds
and water and provide new feed
and fresh water daily. Regularly
disinfect the rabbit cages and
equipment using a mild disinfectant mixed with water. The floor can
be disinfected using a strong disinfectant. Ensure there is a footbath
at entry of the house. A wet sponge
can be laid at the entry instead of
a footbath. Limit the number of
visitors to the rabbit house.
Ventillation: It should be well
ventilated with heating and cooling
systems in extreme temperature
conditions. Built with easy to clean
material: Concrete is the best for
floor; walls can be made of wood,
iron sheet, stones, brick or concrete
and for roof, use iron sheets. Adequately lit: The hutch should have
windows on the wall and a translucent roof to allow natural light.
Accessibility: It should allow easy
access and observation of the rabbits. The cages should have doors
that swing outwards. Movement: It
should have adequate space inside
for easy movement, for the rabbits
and essential equipment. It should
protect rabbits from rain, cold,
direct sunlight, rodents, predators
and thieves.
Your intention of keeping the animals should determine the breed.
For instance, if your reason is meat,
go for breeds like New Zealand
and Chinchilla. Also, availability of
breeds in your area matters.
Ten is a fairly good number; two
bucks (males) and eight females
(does).
Please don’t. There is no spraying
in rabbits.
You can contact the National Rabbit
Conservation and Training Institute
(NRB&TC) in Ngong, Kajiado county. There is also Kimose Farm in
Baringo, Matuga Farm in Kwale and
Marimba Farm in Meru. Apart from
these government farms, quality
breeds can also be sourced from
some trusted farmers who work
with the NRB&TC.
People have been rearing rabbits as
pets and for food for a long time.
And now, commercial rabbit farming
(aka cuniculture) has grown in
popularity due to increased demand
for rabbit meat. The demand from
individuals and the hotel industry is
driven by a society that is becoming
more health conscious and consuming more white meat. Rabbit
meat, which is tasty and has low fat
content, is the best white meat.
What are some
qualities of a good
rabbit breed...
It should be highly prolific, specifically giving a litter size of 8-12
kits. Further, it should have better
temperament, good mothering
ability and adapt to various climatic
conditions.

The Kenya Agricultural
and Livestock Research
Organisation (KALRO)
has rolled out an elaborate programme to scale up
availability of certified seeds
across the country.
Through an initiative
dubbed Mkulima Shop, the
state agency plans to open
16 outlets across the country
for farmers to access quality
certified seeds.
KALRO Deputy Director
General Crops, Felister Makini said the move targets to
bridge the shortage of certified seeds in the country and
at the same time support
farmers plant the right varieties within their respective
regions to boost food security.
Makini said KALRO has
developed high quality seeds
and crop varieties adding
that through the Mkulima
Shop initiative, the technologies would be made accessible and available to farmers
across the country to boost
production.
Speaking during the opening of a Mkulima Shop at
KALRO Kibos Centre in Kisumu, Makini said the move
was necessitated by the rising demand for quality seeds
from the research body.
“We have continued to
witness a demand for quality
seeds from KALRO. Farmers
now have an assurance that
if they come to this shop
at any time, they will find
quality KALRO varieties,”
she said.
The seed varieties, developed through extensive research, she said, have been
certified by the Kenya Plant
Health Inspectorate Service
(KEPHIS) and were fit for
planting in the specific regions where they are stocked
adding that more work was
being done to develop additional seeds and varieties to
meet the demand.
“Seed production is very
expensive. Therefore, as we
continue to see the demand
we shall expand production,” she said.
The seeds available at
the shops, she said include
maize, rice, cow peas, soya
beans, sunflower, cotton,
sorghum and green grams.
The current shortage of
certified seeds, she said, has
seen unscrupulous businessmen flood the market with
substandard seeds, threatening to derail the gains
made in the sector asking
farmers to take advantage
of the initiative and procure
certified seeds from KALRO.
“It is paramount to ensure
that farmers get the right
seeds. This is because uncertified seeds come along with
the challenge of pests, diseases and other constraints
which is disadvantageous to
the farmers,” she said.

seeds.
“We are now telling our
competitors that KALRO is
here, and we have the capacity to produce enough
seeds for our farmers,” she
said.

The Ministry of Water,
Sanitation, and Irrigation has introduced a
cleanup and restoration initiative aimed at addressing
pollution in peri-urban rivers to safeguard and preserve
the endangered Nairobi River
Basin.
During a cleanup event in
Nairobi, Dr. Kiprono Ronoh,
the Principal Secretary of
Water and Sanitation, emphasized the rising pollution
of water resources.
He pointed out that water
surface bodies are more susceptible to contamination
compared to groundwater
sources.
Dr. Ronoh expressed concern about improper management of solid and liquid
waste, as well as encroachment into riparian reserves
in peri-urban areas of Nairobi, Kajiado, and Kiambu
Counties. These issues pose a
significant threat to the quality of water flowing into the
Thwake multipurpose dam.
So far, the PS said that the
clean-up initiative involving 100 community members
along the basin has covered
35 kilometers, delivered 90
tonnes of solid waste to Dandora dumpsite.
They have planted 3,084
bamboo seedlings with a target of 20,000 tree seedlings
on the riparian reserves in the
catchment, he said.
\"For years, Nairobi City
County's rivers and streams
have served as open dumping
grounds, not only in informal
areas but also urban and peri
urban regions due to the lack
of efficient solid waste collection systems,\" the PS said.
Dr Ronoh pointed out that
the pervasive practice has led
to severe pollution of these
water bodies with plastics,
solid waste and liquid waste.
\"The repercussions are dire
since rivers become prone
to flooding during the rainy
season due to siltation and
blockages from discarded
debris, causing the riverbed
to rise. This, in turn, creates a
breeding ground for diseasecarrying vectors, further
compromising the delicate
river ecosystem,\" the PS said.
To mitigate this challenge,
Dr Ronoh disclosed that the
Water Resources Authority
(WRA) is spearheading its
proactive role in monitoring
and upholding water quality standards while enforcing
pollution control measures
for Nairobi's rivers.
\"The core focus of this initiative is to protect the invaluable water resources that
the city depends upon. WRA
is committed to safeguarding
both the environment and
the intricate river system that
sustains Nairobi,\" Dr Ronoh
added.
Mohamed Shurie, WRA
CEO said, \"Given the magnitude of these obstacles, it
is clear that relying solely
on one entity for solutions
is impractical. Embracing
integrated water resources
management necessitates a
collaborative, multidisciplinary approach involving all
stakeholders.\"
Shurie said through regular
inspections and enforcement
initiatives, WRA ensures that
industries and individuals
comply with the set standards and reduces the discharge of harmful pollutants
into Nairobi's rivers.
Additionally, the CEO
noted that WRA is collaborating with local communities and organizations to raise
awareness about the importance of healthy ecosystems
for aquatic life and encourage
sustainable practices to further improve the water quality in the city.
He decried the insufficient
treatment and illegal effluent
discharge that continue to be
witnessed due to the mismanagement of household
and industrial waste.
Moreover, Shurie observed
that inadequate infrastructure maintenance by water
service providers leads to
overflows and sewage bursts
that discharge waste into rivers.

Kenya sets the stage for
Africa Connected Summit
2024 in digital push
Kenya is poised to host the
first Africa Connected Summit 2024 under the auspices
of the Information Communication and Technology
Authority(ICTA) in partnership
with the Nation Media Group
and other private sector tech
players. Cabinet Secretary
for Information, Communication and the Digital Economy
Eliud Owalo says the 13th
connected summit is aimed
at ensuring that Kenya leads
in creating footsteps of a digitalized continent and bridging
the digital gap.
Owalo further said that the
summit will help accelerate
Kenya’s digital transformation
in the continent and address
economic recovery efforts
across the continent.

Telecommunications counterpart Prof. Edward Kisiang’ani
and ICTA CEO Stanley Kamanguya was speaking when he

a partner’s breakfast meeting
held at a Nairobi hotel.
“I recently released the scorecard for the Ministry of Information, Communications and
the Digital Economy which
speaks to some of the focal
concerns during the Connected Summit 2023 and we
are assembled here not just to
reflect on our experience so
far, but also to launch the Connected Summit 2024. From
the small meeting of 2009, the
summit is poised to become a
continental forum, the Africa
ICT Forum, from next year,
2024,” said Owalo.
“I have recently gazetted a
sector working group to review all policies and regulatory frameworks for both the
ICT and Telecoms areas. This
is in line with one of the Summit proposals earlier this year,”
said the CS.
Prof. Kisiang’ani said that the
Ministry’s is committed to developing digital infrastructure
and called for collaboration
between the government and
the private sector noting that
the State has so far committed

have been urged to engage in
agribusiness to benefit from financial and technical support
from an AgriBiz programme
funded by the European Union
(EU) and Danida.
The EU Ambassador to Kenya,
Ms Henriette Geiger made the
call during the celebrations of
the United Nations World Tourism Day in Kisumu County.
Through the programme, she
said, the Kenya Climate Innovation Centre (KCIC) was set
up in Kisii County to provide
technical expertise and mentorship to youth and womenled agribusinesses to scale
up their ideas into viable businesses.
“We have committed to support innovative Small and Medium Enterprises (SMEs) to
contribute to employment creation and facilitate investment
in green and climate-related
enterprises,” Geiger said.
She called on the young people and women to grab the opportunity as the initiative is set
to invite new applicants for the
fourth annual contest dubbed
‘Vijana na Agribiz competition’.
“We will be launching a call in
October for new businesses to
incubate at the KCIC.
Beneficiaries will enjoy a protective environment to nurture
their inventions and establish
their start-ups,” Geiger remarked.
Since its inception in 2020, Agribiz has supported over 1,000
small businesses by providing
them with seed capital, grants,
loans and support services to
make them ready for investment.
The KCIC incubation centre located in Kisii currently
serves seven counties within
the region including Kisumu,
Nyamira, Bomet, Narok, Homa
Bay, Migori and Kericho.
In addition, the ambassador
acknowledged Africa’s incredible potential in the tourism
sector.
She stressed that there was a
need for deeper collaborations
to speed up the job creation
rate by establishing new forms
of employment to help absorb
the increasing population.
Speaking at the same event, Kisumu Governor, Prof. Anyang’
Nyong’o emphasised that his
administration is committed to
protecting and preserving the
natural resources to reap the
benefits of tourism.
