said his 2014 budget, due<br />

Thursday, approved one<br />
subdivision but tabled approval<br />
of another, wanting<br />
more information.<br />
At the meeting held at<br />
the J.P. Kennedy building<br />
in Madisonville, the planning<br />
commission approved<br />
the subdivision of<br />
slightly more than three<br />
acres of the Gardner property<br />
on Gardner Road into<br />
two lots. Surveyor Glen<br />
Harrelson, who was present,<br />
said it was desired<br />
that a small portion of the<br />
property be broken to<br />
allow for a single family<br />
dwelling.<br />
Approval was given on<br />
the condition that all<br />
property signatures (including<br />
from the county<br />
Health Department) were<br />
obtained.<br />
Also discussed was the<br />
subdivision of three lots<br />
on Griffith Branch Road.<br />
Two were 0.91 acres each<br />
while one 1.08 acres. The<br />
applicant was James Lee.<br />
After community planner<br />
Laura Smith presented the<br />
matter, however, it was decided<br />
that more information<br />
was needed regarding<br />
the water and septic systems<br />
on the property.<br />
Chairman Bill Howe suggested<br />
the matter be<br />

Friday afternoon after she<br />
was arrested for ramming<br />
her truck into another female’s<br />
car.<br />

Jason Russell with aggravated<br />
assault was Patricia<br />
Wallace, 37, of Ogle Road,<br />
Madisonville.<br />
Russell said he investigated<br />
the alleged ramming<br />

speaking to a female victim<br />
who told him Wallace<br />
tried to block in her car on<br />
Ogle Road with her Ford<br />
truck. The victim said<br />
Wallace had put the truck<br />
into reverse and had<br />

door and quarter<br />

Russell said she told a different<br />
version of the incident,<br />
accusing the female<br />

the car but did not intend<br />

home on Peals Lane in<br />
Tellico Plains, in a November<br />
2012 burglary and<br />
theft of an Anderson Road<br />
home in Sweetwater, and<br />
in a July 2012 heist at a<br />
home on Badger Road in<br />
Madisonville.<br />
At the Tellico Plains<br />
residence, Steffa allegedly<br />
took firearms, electronics,<br />
coins, collectibles, tools,<br />
and scrap metal; on Anderson<br />
Road, he allegedly<br />
carried off more firearms<br />
plus jewelry and tools; and<br />
from the home on Badger<br />
Road, Steffa allegedly<br />
lifted several pieces of jewelry<br />
and two to three days<br />
later sold the jewelry at<br />
various businesses in the<br />
area.<br />
The detectives said<br />
Steffa had knowledge and<br />
access to the Tellico Plains<br />
and Sweetwater homes<br />
and had performed work<br />
at the Madisonville resi-<br />

Williams, two attempts to<br />
take Steffa into custody on<br />
Garrett Road in the early<br />
hours of September 2012<br />
were unsuccessful. The<br />
second attempt occurred<br />
around 5:30 a.m., when a<br />
van left a home in the area<br />
but pulled over and<br />
stopped when Williams<br />
initiated his lights and<br />
siren.<br />
The driver of the van<br />
was Doris Holt, Steffa’s<br />
mother, Williams said.<br />
When the van slowed<br />
and stopped, Steffa fled it,<br />
hightailing it on foot.<br />
Williams said Steffa ignored<br />
orders to halt and<br />
kept on running. A subsequent<br />
canine track and<br />
pursuit failed to locate<br />
him.<br />

for allowing the board and<br />
its audience to drop in for<br />
a visit.<br />
Superintendent Mike<br />
Lowry was the first to take<br />
to the floor. Recent events<br />
at schools across the country,<br />
involving firearms and<br />
deaths, have awakened<br />
many to the need to revamp<br />
and improve safety<br />
measures. <strong>Monroe</strong><br />
<strong>County</strong> is no different,<br />
said Lowry. Not long after<br />
Christmas break, law enforcement<br />
and several<br />
others traveled across the<br />
county, visiting each and<br />
every school. This event<br />
allowed officers to not<br />
only learn where each<br />
school was located, but<br />
also to see—firsthand—<br />
the layout of the campus.<br />
Should an emergency ever<br />
arise, they will know exactly<br />
where to go in response<br />
to the call. The<br />
event was a great one, said<br />
Lowry, and <strong>Monroe</strong><br />
<strong>County</strong> was complimented<br />
on several safety<br />
features already in place.<br />
However, it was agreed<br />
the county could still benefit<br />
from having more<br />
SROs in place.<br />
The same piece of advice<br />
came while Lowry attended<br />
a safety summit in<br />
Franklin, <strong>Tennessee</strong>. It was<br />
an informative summit,<br />
with a vast majority of<br />
schools represented by law<br />
enforcement and superintendents<br />
alike. Many questions<br />
were fielded, mostly<br />
revolving around what<br />
schools and counties could<br />
do to improve safety. And<br />
while it was acknowledged<br />
there is not one technique<br />
that can guarantee overall<br />
safety, the addition of another<br />
SRO or three was<br />
recommended.<br />
Lowry has since shared<br />
the summit information<br />
with the <strong>Monroe</strong> <strong>County</strong><br />
Board of Education.<br />
There are currently 13<br />
schools in the <strong>Monroe</strong><br />
<strong>County</strong> area, but only six<br />
SROs. The Board of Education<br />
hopes to increase<br />
that number, to having at<br />
least seven additional<br />
SROs. Six would be stationed<br />
at the schools, and<br />
the seventhth would be a<br />
rotating SRO.<br />
The Board of Education<br />
is now visiting both<br />
the county commission<br />
and local city governments.<br />
What is possible<br />
for <strong>Monroe</strong> <strong>County</strong>?<br />
What approach could we<br />
use to make this plan a reality?<br />
What is actually feasible<br />
for towns, with tight<br />
budgets in mind? These<br />
are the questions now<br />
being discussed. The<br />
Board of Education’s main<br />
goal is to do whatever it<br />
can to improve safety in<br />
<strong>Monroe</strong> <strong>County</strong> schools.<br />
The mere presence of a<br />
cruiser in front of a school,<br />
said Lowry, makes a true<br />
difference.<br />
Lowry asked the city<br />
board of Tellico Plains to<br />
consider adding another<br />
SRO to the Tellico-area<br />
schools. A decision must<br />
be made by next month,<br />
or at least by mid-May. A<br />
potential SRO needs specific<br />
training, and there is<br />
real competition to net<br />
such a spot before there is<br />
no more room. The cost<br />
of training is about<br />
$2,000, and Lowry said<br />
the Board of Education<br />
would work with the town<br />
in any way when it comes<br />
to cost.<br />
Mayor Hawkins asked<br />
about the SRO’s salary.<br />
Salary, said Lowry, is the<br />
city’s call. Mayor Hawkins<br />
also brought up the suggestion<br />
of hiring two parttime<br />
SROs instead of one<br />
fulltime.<br />
In the end, no final decision<br />
was made on Thursday<br />
night. However, the<br />
board confirmed it would<br />
return to the matter at the<br />
next meeting. This would<br />
give the board members<br />
time to review all their options.<br />
The town of Tellico<br />
Plains has recently undertaken<br />
a serious amending<br />
of its charter. The original<br />
document was terribly<br />
outdated, especially in language.<br />
The new draft<br />
cleared up the wording. It<br />
also changed the town’s<br />
election date to the federal<br />
date in November, verified<br />
department heads, and<br />
changed the number of aldermen<br />
from six to five.<br />
This updated charter has<br />
since passed through the<br />
general assembly and returned<br />
to the board for<br />
ratification. It must be ratified<br />
before it could be<br />
sent to the secretary of<br />
state for the final steps. Alderman<br />
Hamilton made a<br />
motion to ratify the private<br />
charter. Alderman<br />
Davis seconded the motion,<br />
and it carried with all<br />
ayes.<br />
The board members<br />
next discussed the policy<br />
on water bills. More<br />
specifically, they took a<br />
look at payment plans and<br />
adjustments. The adjustment<br />
practice has been in<br />
place for some time. Adjustments<br />
to water bills are<br />
mostly made in the case of<br />
unforeseen leaks, and even<br />
when swimming-pools are<br />
newly filled. However,<br />
Mayor Hawkins pointed<br />
out there are no minutes<br />
from the past on which<br />
this practice was voted on.<br />
The board now had the<br />
option to continue the adjustment<br />
practice, as it is,<br />
or altering it in some way.<br />
As the plan stands, one adjustment<br />
can be made during<br />
the calendar year. If<br />
the adjustment is due to a<br />
leak, the town must receive<br />
documentation to<br />
show the leak has been<br />
fixed. The adjustment to<br />
the water bill would not be<br />
awarded until the documents<br />
were verified. Alderman<br />
Harris made a<br />
motion to accept this policy<br />
as written, and he was<br />
seconded by Alderman<br />
Raby. The measure passed<br />
with all ayes.<br />
Over the years, the<br />
town has borrowed money<br />
from the Water Department<br />
to help with the general<br />
fund. The town now<br />
owes the Water Department<br />
some $180,000, and<br />
this money must be paid<br />

Pilot Program (as revealed<br />
by MTAS) for the Water<br />
Department that would<br />
help in that regard. As a<br />
part of the program, the<br />
Water Department would<br />
owe the town $10,000 a<br />
year. This money would go<br />
to the general fund. If the<br />
town chose to participate<br />
in the program, it could<br />
pay off its debt in a form<br />
of retro-pay. Going back<br />
ten years, the town could<br />
write off $100,000 of the<br />
$180,000. The town<br />
would still need to take<br />
care of the remaining<br />
$80,000, but this could be<br />
done through other payment<br />
plans.<br />
Alderman Davis made<br />
a motion to move forward<br />
with this Pilot Program.<br />
Seconding the motion was<br />
Alderman Harris, and it<br />
passed with all ayes. The<br />
paperwork for the program<br />
would be started immediately,<br />
said Mayor<br />
Hawkins. Alderman Harris<br />
asked if this decision<br />
would impact the Water<br />
Department in any way.<br />
Mayor Hawkins said it<br />
would not, and that the<br />
town and Water Department<br />
alike could expect an<br />
increase in revenue due to<br />
the new water meters.<br />

seized during a drug arrest,<br />
and has since just been sitting.<br />
Mayor Hawkins recommended<br />
selling the<br />
seized vehicle. The board<br />
as a whole was in favor of<br />
this plan of action.<br />
Next to take the floor<br />
was Sandra Synder, a librarian<br />
of the Tellico<br />
Plains Library. She took a<br />
few moments to discuss library<br />
operations. The Tellico<br />
Plains Library, though<br />
supported with money<br />
from many resources, operates<br />
on a tight budget.<br />
Even so, it is a huge community<br />
asset, supporting<br />
the southern half of Mon-<br />
roe <strong>County</strong> in a variety of<br />
ways.<br />
“We consider ourselves<br />
not just a library,” she said,<br />
“but a community resource.”<br />
And how! The Tellico<br />
Plains Library is chock-full<br />
of resources and amenities<br />
for the public. It is open<br />
six days/41 hours a week,<br />
and boasts one of the best<br />
websites (http://www.tellicolibrary.org)<br />
around.<br />
There is a mountain of<br />
books (18,000), movies<br />
(450), and music for hearts<br />
both young and old, and<br />
you can even download<br />
electronic books through<br />
the R.E.A.D.S. program.<br />
Inter-library loan can get<br />
bibliophiles almost any<br />
book for free! The Tellico<br />
Plains Library also has online<br />
access to the <strong>Tennessee</strong><br />
Electronic Library,<br />
including Ancestry.com<br />
for any who wish to fill out<br />
a family-tree.<br />
But that is not all. Not<br />
even close. The Eagle<br />
Room, a conference room<br />
for eight with a computer<br />
and a white board, is open<br />
to all who need it. Need a<br />
movie screen? You can<br />
borrow the library’s 120<br />
inch movie screen, projector,<br />
and laptop computer<br />
for your entertainment<br />
purposes. The Tellico<br />
Plains Library also has<br />
books, movies, and magazines<br />
for sell, and offers<br />
faxing, printing, scanning,<br />
and laminating services.<br />
Those mired in the GED<br />
or other standard tests can<br />
find study support within<br />
its walls, too. There are ten<br />
public computers with internet<br />
access, as well as<br />
two for young children<br />
with educational software.<br />
To that end, the Tellico<br />
Plains Library provides<br />
wireless internet 24/7.<br />
So, yes, you can sit outside<br />
the library at 2 A.M.<br />
and check your email.<br />
The incredible list goes<br />
on. The library has not<br />
only a summer reading<br />
program, but also a preschool<br />
reading hour. Interested<br />
in picking up<br />
French, or learning how to<br />
use the computer or how<br />
to crochet? Such lessons<br />
are offered by library volunteers!<br />
The Tellico Plains<br />
Library is also a hub of<br />
support for tax preparation,<br />
job searches, homeschooling,<br />
and exam<br />
proctoring. There is also<br />
ongoing support for those<br />
with limited vision. The library<br />
is ADA compliant,<br />
and has a friendly environment<br />
and staff. It is a safe<br />
place, said Synder, for kids<br />
and teens to hang out.<br />
“We have a lot of things<br />
we can offer the community,”<br />
said Synder.<br />
Mayor Hawkins both<br />
complimented the library<br />
for its work. “We’re proud<br />
of our little library,” he<br />
said.<br />
The mayor had still<br />
more compliments to<br />
hand out. During a recent<br />
senatorial survey, the Tellico<br />
Plains Water Department<br />
scored a 99 out of a<br />
possible 100. Mayor<br />
Hawkins commended all<br />
those involved with the<br />
Water Department for<br />
their hard work and dedication.<br />
It has definitely<br />
paid off.<br />
“We have a water sys-<br />
tem we can all be proud<br />
of,” said Mayor Hawkins.<br />
Alderman Raby also<br />
had some good news to<br />
share. Members of the<br />
Park and Recreation Department<br />
are working tirelessly<br />
to put up the new<br />
playground equipment,<br />
the last of which has arrived.<br />
Alderman Raby<br />
hoped the department<br />
would be able to add to<br />
this playground in the<br />
coming years.<br />
Mayor Hawkins also<br />
asked the public to bear<br />
with the board when it<br />
comes to the Bradford<br />
pears along the walking<br />
trail. Inclement weather<br />
has slowed down work,<br />
but these trees will be<br />
trimmed.<br />
The last order of business<br />
for the night came<br />
from the coordinator of<br />
the Candlelight Walk. The<br />
event, she said, has become<br />
a huge one over the<br />
years. This is a good thing<br />
for the town, as it attracts<br />
tourists and attention, but<br />
it also means more expenses<br />
for the Cherokee<br />
Women’s Club. At the<br />
moment, it is not too demanding,<br />
but setting up<br />
the Walk still costs the<br />
group some $1,200 to<br />
$2,000. Would it be possible,<br />
she asked, for the<br />
Candlelight Walk to become<br />
a part of the town<br />
budget?<br />
Mayor Hawkins said<br />
the board is now in the<br />
process of looking into the<br />
yearly budget. During this<br />
review, the board members<br />
will see if there is anything<br />
they can do.<br />

with all ayes, and the<br />

since 1912,” he said. People<br />

“We’re a free-standing<br />
insurance company,” similar<br />
to a cooperative, he<br />
said. “Everybody who has<br />
insurance with us is a<br />

started by farmers, including<br />
some from out of town<br />
who could not get insurance<br />
otherwise, Thompson<br />
stated. Today, the<br />
company has 2,200 members,<br />
