In his weekly Saturday
address, President Obama
said his 2014 budget, due
to be released on Wednesday,
was not “ideal,” but a
“compromise” that would
balance investments with
deficit reduction and allocate
money for infrastructure,
domestic energy,
education, and job training.
Obama said the
budget would close tax
loopholes for the rich and
cut spending, including
Social Security and Medicaid.
Electric car maker
Fisker Automotive, which
laid off 160 of 210 workers
on Friday and which was
awarded a half-billion-dollar
federal loan, was sued
by the same firm that sued
the government-funded
solar panel maker Solyndra
in 2011 and won a $3.5 million
settlement in a similar
case. According to the
class-action suit in Califor-
NATIONWIDE
nia district court, Fisker
failed to notify its axed
employees 60 days in advance,
violating both state
and federal laws.
The Centers for Disease
Control and Prevention
reported on Thursday
that more than half a million
children in the United
States have lead poisoning,
a number than translates
to roughly one in 38. In a
separate study, CDCP officials
said that more and
more American women –
now 48 percent compared
to 43 percent in 2002 and
35 percent in 1995 - are
opting to live with a significant
other first before
jumping into marriage.
A new system of naming
red meat cuts has been
cleared by the U.S. Department
of Agriculture,
Reuters reported on Friday,
saying that a standardized
system of
nomenclature for beef and
pork cuts would take place
in coming months. Advocated
by the National
Pork Board and the National
Cattlemen’s Beef
Association, planned
changes include renaming
“boneless shoulder top
blade steak” to “flatiron
steak,” “beef under blade
boneless steak” will become
“Denver steak,”
“pork butt” will turn into
“Boston roast,” “top sirloin”
will be called
“coulette,” and pigs feet
will become “florsheims.”
Target on Friday apologized
for a label found on
one of its plus-size dresses
describing the color of the
garment as “manatee gray.”
The label for the same
dress in smaller sizes described
the color as “dark
heather gray.”
A rare 1909-11 Honus
Wagner baseball card sold
for $2.1 million at Goldin
Auctions on Friday, arriving
at the extraordinary
price selling after extensive
bidding. The card is baseball’s
most famous, with
Planning Commission Grants Approvals
Greg Altum
Monroe County Regional
Planning Commission,
at its meeting
Thursday, approved one
subdivision but tabled approval
of another, wanting
more information.
At the meeting held at
the J.P. Kennedy building
in Madisonville, the planning
commission approved
the subdivision of
slightly more than three
acres of the Gardner property
on Gardner Road into
two lots. Surveyor Glen
Harrelson, who was present,
said it was desired
that a small portion of the
property be broken to
allow for a single family
dwelling.
Approval was given on
the condition that all
property signatures (including
from the county
Health Department) were
obtained.
Also discussed was the
subdivision of three lots
on Griffith Branch Road.
Two were 0.91 acres each
while one 1.08 acres. The
applicant was James Lee.
After community planner
Laura Smith presented the
matter, however, it was decided
that more information
was needed regarding
the water and septic systems
on the property.
Chairman Bill Howe suggested
the matter be
tabled. A motion to that
effect was made and approved.
In other business,
Smith announced that the
Bill Shadden and Gary Hamilton look over an item at
Thursday's meeting of Monroe County Regional Planning
Commission. Behind them is surveyor Glen Harrelson.
body now had a slide pro-
jector at its disposal, and it
was indeed used at Thursday’s
meeting. Smith said
a screen should be installed
before the next
meeting.
Also present at Thursday’s
meeting were Sam
Stamey, Bill Shadden,
Gary Hamilton, Allen
Cansler, Kyle Holder,
Brent Cofer, Kenny
Hamilton, and Doyle
Female Charged in Truck Ramming
Rear Bumper Crashes
Car’s Passenger Door
A Monroe County
woman got an inside look
at the Monroe County Jail
Friday afternoon after she
was arrested for ramming
her truck into another female’s
car.
Charged by Monroe
County Sheriff’s Deputy
Jason Russell with aggravated
assault was Patricia
Wallace, 37, of Ogle Road,
Madisonville.
Russell said he investigated
the alleged ramming
442-3200
shortly before 6 p.m.,
speaking to a female victim
who told him Wallace
tried to block in her car on
Ogle Road with her Ford
truck. The victim said
Wallace had put the truck
into reverse and had
backed into her car’s passenger
door and quarter
panel.
Contacting Wallace,
Russell said she told a different
version of the incident,
accusing the female
of speeding on Ogle Road
and running her truck off
Wallace
the pavement. When the
female turned her car
around and came back,
Wallace said she rammed
the car but did not intend
to hurt anyone.
Steffa
(Continued from pg 1)
Charged by the detective
division of the Monroe
County Sheriff’s
Department with three
counts of theft over
$1,000 and three counts
of aggravated burglary and
by Sheriff’s Deputy CJ
Williams with evading arrest
was Nick Carrier
Steffa of Broad Street.
The detective division
issued warrants against
Steffa following an investigation
into numerous
thefts, determining Steffa
as the suspect in a February
2013 burglary of a
home on Peals Lane in
Tellico Plains, in a November
2012 burglary and
theft of an Anderson Road
home in Sweetwater, and
in a July 2012 heist at a
home on Badger Road in
Madisonville.
At the Tellico Plains
residence, Steffa allegedly
took firearms, electronics,
coins, collectibles, tools,
and scrap metal; on Anderson
Road, he allegedly
carried off more firearms
plus jewelry and tools; and
from the home on Badger
Road, Steffa allegedly
lifted several pieces of jewelry
and two to three days
later sold the jewelry at
various businesses in the
area.
The detectives said
Steffa had knowledge and
access to the Tellico Plains
and Sweetwater homes
and had performed work
at the Madisonville resi-
dence.
And according to
Williams, two attempts to
take Steffa into custody on
Garrett Road in the early
hours of September 2012
were unsuccessful. The
second attempt occurred
around 5:30 a.m., when a
van left a home in the area
but pulled over and
stopped when Williams
initiated his lights and
siren.
The driver of the van
was Doris Holt, Steffa’s
mother, Williams said.
When the van slowed
and stopped, Steffa fled it,
hightailing it on foot.
Williams said Steffa ignored
orders to halt and
kept on running. A subsequent
canine track and
pursuit failed to locate
him.
McGuire
(Continued from pg 1)
A search of the vehicle
turned up a metal container
in the passenger
side floorboard. Inside
the container was a plastic
baggy containing a white
powder, Russell said.
Police Captain Detective
Daniel Dockery
charged the driver of the
Explorer, Martha Ann
Thompson, 41, of Rausin
Road, Philadelphia, with
driving on revoked license
third offense. Dockery
said Thompson was convicted
two previous times:
in Loudon in 2009 and in
Monroe two months ago.
board meeting. This meeting
had been held on
March 7, 2013. Alderman
Davis made a motion to
accept the minutes as
read. Seconding the motion
was Alderman Raby,
and it passed with all ayes.
There was no Old Business
to tend to, so the city
board immediately turned
its attention to a few matters
of New Business.
However, before jumping
headfirst into the fullsized
agenda, Mayor
Hawkins took a moment
to thank the library staff
for allowing the board and
its audience to drop in for
a visit.
Superintendent Mike
Lowry was the first to take
to the floor. Recent events
at schools across the country,
involving firearms and
deaths, have awakened
many to the need to revamp
and improve safety
measures. Monroe
County is no different,
said Lowry. Not long after
Christmas break, law enforcement
and several
others traveled across the
county, visiting each and
every school. This event
allowed officers to not
only learn where each
school was located, but
also to see—firsthand—
the layout of the campus.
Should an emergency ever
arise, they will know exactly
where to go in response
to the call. The
event was a great one, said
Lowry, and Monroe
County was complimented
on several safety
features already in place.
However, it was agreed
the county could still benefit
from having more
SROs in place.
The same piece of advice
came while Lowry attended
a safety summit in
Franklin, Tennessee. It was
an informative summit,
with a vast majority of
schools represented by law
enforcement and superintendents
alike. Many questions
were fielded, mostly
revolving around what
schools and counties could
do to improve safety. And
while it was acknowledged
there is not one technique
that can guarantee overall
safety, the addition of another
SRO or three was
recommended.
Lowry has since shared
the summit information
with the Monroe County
Board of Education.
There are currently 13
schools in the Monroe
County area, but only six
SROs. The Board of Education
hopes to increase
that number, to having at
least seven additional
SROs. Six would be stationed
at the schools, and
the seventhth would be a
rotating SRO.
The Board of Education
is now visiting both
the county commission
and local city governments.
What is possible
for Monroe County?
What approach could we
use to make this plan a reality?
What is actually feasible
for towns, with tight
budgets in mind? These
are the questions now
being discussed. The
Board of Education’s main
goal is to do whatever it
can to improve safety in
Monroe County schools.
The mere presence of a
cruiser in front of a school,
said Lowry, makes a true
difference.
Lowry asked the city
board of Tellico Plains to
consider adding another
SRO to the Tellico-area
schools. A decision must
be made by next month,
or at least by mid-May. A
potential SRO needs specific
training, and there is
real competition to net
such a spot before there is
no more room. The cost
of training is about
$2,000, and Lowry said
the Board of Education
would work with the town
in any way when it comes
to cost.
Mayor Hawkins asked
about the SRO’s salary.
Salary, said Lowry, is the
city’s call. Mayor Hawkins
also brought up the suggestion
of hiring two parttime
SROs instead of one
fulltime.
In the end, no final decision
was made on Thursday
night. However, the
board confirmed it would
return to the matter at the
next meeting. This would
give the board members
time to review all their options.
The town of Tellico
Plains has recently undertaken
a serious amending
of its charter. The original
document was terribly
outdated, especially in language.
The new draft
cleared up the wording. It
also changed the town’s
election date to the federal
date in November, verified
department heads, and
changed the number of aldermen
from six to five.
This updated charter has
since passed through the
general assembly and returned
to the board for
ratification. It must be ratified
before it could be
sent to the secretary of
state for the final steps. Alderman
Hamilton made a
motion to ratify the private
charter. Alderman
Davis seconded the motion,
and it carried with all
ayes.
The board members
next discussed the policy
on water bills. More
specifically, they took a
look at payment plans and
adjustments. The adjustment
practice has been in
place for some time. Adjustments
to water bills are
mostly made in the case of
unforeseen leaks, and even
when swimming-pools are
newly filled. However,
Mayor Hawkins pointed
out there are no minutes
from the past on which
this practice was voted on.
The board now had the
option to continue the adjustment
practice, as it is,
or altering it in some way.
As the plan stands, one adjustment
can be made during
the calendar year. If
the adjustment is due to a
leak, the town must receive
documentation to
show the leak has been
fixed. The adjustment to
the water bill would not be
awarded until the documents
were verified. Alderman
Harris made a
motion to accept this policy
as written, and he was
seconded by Alderman
Raby. The measure passed
with all ayes.
Over the years, the
town has borrowed money
from the Water Department
to help with the general
fund. The town now
owes the Water Department
some $180,000, and
this money must be paid
back. Mayor Hawkins informed
his fellow board
members that there is a
Pilot Program (as revealed
by MTAS) for the Water
Department that would
help in that regard. As a
part of the program, the
Water Department would
owe the town $10,000 a
year. This money would go
to the general fund. If the
town chose to participate
in the program, it could
pay off its debt in a form
of retro-pay. Going back
ten years, the town could
write off $100,000 of the
$180,000. The town
would still need to take
care of the remaining
$80,000, but this could be
done through other payment
plans.
Alderman Davis made
a motion to move forward
with this Pilot Program.
Seconding the motion was
Alderman Harris, and it
passed with all ayes. The
paperwork for the program
would be started immediately,
said Mayor
Hawkins. Alderman Harris
asked if this decision
would impact the Water
Department in any way.
Mayor Hawkins said it
would not, and that the
town and Water Department
alike could expect an
increase in revenue due to
the new water meters.
A Red Ford Mustang
was the subject of the next
order of business. It was
seized during a drug arrest,
and has since just been sitting.
Mayor Hawkins recommended
selling the
seized vehicle. The board
as a whole was in favor of
this plan of action.
Next to take the floor
was Sandra Synder, a librarian
of the Tellico
Plains Library. She took a
few moments to discuss library
operations. The Tellico
Plains Library, though
supported with money
from many resources, operates
on a tight budget.
Even so, it is a huge community
asset, supporting
the southern half of Mon-
roe County in a variety of
ways.
“We consider ourselves
not just a library,” she said,
“but a community resource.”
And how! The Tellico
Plains Library is chock-full
of resources and amenities
for the public. It is open
six days/41 hours a week,
and boasts one of the best
websites (http://www.tellicolibrary.org)
around.
There is a mountain of
books (18,000), movies
(450), and music for hearts
both young and old, and
you can even download
electronic books through
the R.E.A.D.S. program.
Inter-library loan can get
bibliophiles almost any
book for free! The Tellico
Plains Library also has online
access to the Tennessee
Electronic Library,
including Ancestry.com
for any who wish to fill out
a family-tree.
But that is not all. Not
even close. The Eagle
Room, a conference room
for eight with a computer
and a white board, is open
to all who need it. Need a
movie screen? You can
borrow the library’s 120
inch movie screen, projector,
and laptop computer
for your entertainment
purposes. The Tellico
Plains Library also has
books, movies, and magazines
for sell, and offers
faxing, printing, scanning,
and laminating services.
Those mired in the GED
or other standard tests can
find study support within
its walls, too. There are ten
public computers with internet
access, as well as
two for young children
with educational software.
To that end, the Tellico
Plains Library provides
wireless internet 24/7.
So, yes, you can sit outside
the library at 2 A.M.
and check your email.
The incredible list goes
on. The library has not
only a summer reading
program, but also a preschool
reading hour. Interested
in picking up
French, or learning how to
use the computer or how
to crochet? Such lessons
are offered by library volunteers!
The Tellico Plains
Library is also a hub of
support for tax preparation,
job searches, homeschooling,
and exam
proctoring. There is also
ongoing support for those
with limited vision. The library
is ADA compliant,
and has a friendly environment
and staff. It is a safe
place, said Synder, for kids
and teens to hang out.
“We have a lot of things
we can offer the community,”
said Synder.
Mayor Hawkins both
complimented the library
for its work. “We’re proud
of our little library,” he
said.
The mayor had still
more compliments to
hand out. During a recent
senatorial survey, the Tellico
Plains Water Department
scored a 99 out of a
possible 100. Mayor
Hawkins commended all
those involved with the
Water Department for
their hard work and dedication.
It has definitely
paid off.
“We have a water sys-
tem we can all be proud
of,” said Mayor Hawkins.
Alderman Raby also
had some good news to
share. Members of the
Park and Recreation Department
are working tirelessly
to put up the new
playground equipment,
the last of which has arrived.
Alderman Raby
hoped the department
would be able to add to
this playground in the
coming years.
Mayor Hawkins also
asked the public to bear
with the board when it
comes to the Bradford
pears along the walking
trail. Inclement weather
has slowed down work,
but these trees will be
trimmed.
The last order of business
for the night came
from the coordinator of
the Candlelight Walk. The
event, she said, has become
a huge one over the
years. This is a good thing
for the town, as it attracts
tourists and attention, but
it also means more expenses
for the Cherokee
Women’s Club. At the
moment, it is not too demanding,
but setting up
the Walk still costs the
group some $1,200 to
$2,000. Would it be possible,
she asked, for the
Candlelight Walk to become
a part of the town
budget?
Mayor Hawkins said
the board is now in the
process of looking into the
yearly budget. During this
review, the board members
will see if there is anything
they can do.
With no more to discuss,
Alderman Davis
made a motion to adjourn
for the evening. Seconding
the motion was Alderman
Raby. The measure passed
with all ayes, and the
meeting ended at 7:55 p.m.

and beverages.
“We’ve been in business
since 1912,” he said. People
“We’re a free-standing
to a cooperative, he
said. “Everybody who has
insurance with us is a
member.” Michael Gray is
vice president and ad-
juster, he also said.
The company was
started by farmers, including
some from out of town
who could not get insurance
otherwise, Thompson
stated. Today, the
company has 2,200 members,
with 11 people on the
board of directors. Goldie
Brown is secretary and
Brandon Hawkins is clerk,
while Dale Patterson and
Bobbie Jenkins are agents.
The company moved to
its present location in 1963
after being just across the
street in a little red brick
building. Besides fire, the
company offers coverage
for wind, hail, and theft,
said Thompson, who is
also the oldest living director
on the board.
At Saturday’s celebration,
June Thompson and
Bill Murr Jr. served up the
food, assisted by secretary
A suicide bomber detonated
his explosives at a
political rally in the Iraqi
city of Baqouba on Saturday,
killing 20 persons and
wounding dozens of others
as a Sunni candidate
for the provincial council
hosted a lunch for supporters.
There was no immediate
claim of
responsibility but officials
said the attack was the
hallmark of al-Qaida militants.
Five Egyptians died and
eight more were wounded
in clashes between Christians
and Muslims near
Cairo on Saturday in the
latest sectarian violence in
the most populous Arab
state. Four Christians and
one Muslim were killed
when members of both
communities began shooting
at each other in the
town of Khusus.
A Taliban car bomber
killed six persons, including
three U.S. soldiers and
an Afghan doctor, in
southern Afghanistan on
Saturday as American
troops traveled in a convoy
of vehicles in Qalat,
the capital of Zabul
province. In a separate
strike in the eastern region
of the country, an American
civilian died in an explosion.
Negotiations between
six world powers and Iran
failed to reach an agreement
on Saturday on how
Tehran could reduce apprehensions
over how it
might use its nuclear technology
to make atomic
weapons. The United
States, Russia, China,
Britain, France, and Germany
asked Iran to greatly
limit its production and
CBS News said on Saturday
that missiles being
built in North Korea
could be the result of Pakistan
supplying the country
with its Rodong
missiles in the 1990s. Senior
western diplomats said
the Rodong missile armed
the southeastern Asian
country with the capacity
to deliver nuclear bombs.
Meanwhile, 100 South
Korean workers left a
North Korean factory
park on Saturday, crossing
the border that was closed
to return traffic by Pyongyang
last week. The
Kaesong industrial complex
was the last vestige of
cooperation between the
two nations and the closing
of the border was one
of the numerous provocative
moves the North
made in recent weeks.
The death toll in
Thursday’s collapse of a
residential building being
built illegally in India’s financial
capital increased
to 62 on Saturday as
searchers moved rubble in
search of more survivors.
The eight-story structure
on forestland caved in into
a mound if steel and concrete
with up to 150 persons
inside.
And according to a
study by the Massachusetts
Institute of Technology,
the results of which
were released on Friday,
the Sahara Desert of
North Africa was, up until
only 5,000 years ago, a
lush grassland of lakes and
rivers, complete with giraffes
and hippos. The
study determined the re-
gion underwent a sudden
transformation in one of
the planet’s most dramatic
climate shifts.
